C-TRAN Spring Service Change Proposal

C-TRAN is planning a major service change affecting nearly every route in the system on May 11, 2003. To increase service frequency and efficiency, and reduce layover times (when the bus is waiting to depart from a transit center), C-TRAN is proposing to move away from the current system of timed-transfer (when all the buses depart the transit center at the same time) and toward a system of cascading schedules (where the bus boards and deboards passengers and immediately departs).

C-TRAN will hold a series of public meetings to take comments and questions through mid-February, with a final service change hearing to take place in early March. Draft proposed schedules for each route will be available at the public meetings. Please join us at a meeting, write, phone or e-mail us with your concerns or questions.

Highlights of the proposed route-by-route changes are listed below. For a copy of the proposed draft schedule, please come to a public meeting or contact Customer Service after February 11th at (360) 695-0123.

#1 Fruit Valley - Change northern end of route to turn around at Cenex instead of Frito Lay. Decrease weekend frequency to service every 60 minutes.

#2 Capitol Hill - Reduce midday, weekday frequencies to every 45 minutes, 60 minutes on weekends.

#3 City Center - Increase some weekday service frequency to every 25 minutes; reduce weekend frequency to service every 40 minutes.

#4 Fourth Plain - Increase some weekday and weekend afternoon and evening service frequency.

#6 Hazel Dell - Increase some weekday service frequency to 30 minutes and decrease some service frequency on weekends.

#7 Battle Ground - No proposed changes.

#25 St. Johns - Addition of one weekday, evening, southbound trip. Adjust evening arrival times at 7th Street Transit Center to better reflect actual arrival times.

#30 Burton - Addition of three weekday westbound trip segments (from NE 65th Avenue into 7th Street), slight increase of some weekday frequency, increase some weekend frequency.

#32 Evergreen - Increase some morning and evening weekday and Sunday frequency. Decrease some Saturday frequency to service every 35 minutes.

#37 Mill Plain - Minor timepoint adjustments.

#39 Clark College/Medical Center - Adjust all 7th Street timepoints to depart on the half hour and adjust afternoon timepoints to better reflect actual running times.

#71 Highway 99 - Increase some Sunday/Holiday frequency to service every 30 minutes.

#72 Orchards - Increase some weekend service frequency to every 50 minutes. Reduce some weekday frequency to every 35 minutes.

#76 NE 63rd/Eastridge - Reroute from NE 72nd Avenue to travel on NE 58th Street and Andresen Road to service shopping area. Increase some weekend service frequency to every 50 minutes. Reduce some weekday frequency to every 35 minutes. Adjust timepoints to better reflect actual arrivals and departures.

#78 78th Street - Reroute northbound and southbound travel from NE 72nd Avenue to Andresen Road, and adjust timepoints to better reflect actual arrival and departure times.

#80 Van Mall/Fisher’s - Increase weekend frequency.

#92 Camas/Washougal - Adjust departure times from Fisher’s Landing Transit Center to facilitate better transfers from the #30 Burton, #80 Van Mall/Fisher’s, and #165 Parkrose Express.

#93 SE 34th/Lacamas - Eliminate this route and replace with new Dial-A-Ride service.

#105 I-5 Express - Add one new morning southbound trip. Increase midday service from every 60 minutes to every 50 minutes. Adjust midday timepoints along 6th Avenue and Glisan.

#114 Camas/Washougal Limited - No proposed changes.

#134 Salmon Creek Express - Add one new morning southbound trip. Adjust midday timepoints and timepoints along 6th Avenue and Glisan in Portland.

#135 Ridgefield Express - Due to low ridership, this route is proposed to be eliminated. Final day of service would be Friday, May 9, 2003. #157 BPA/Lloyd Center Ltd. - Due to ongoing contractual negotiations with the BPA, Lloyd Center Transportation Management Association (TMA) and other potential funding sources, proposed changes to this route are unknown at this time. Please keep watch for further notices.

#164 Fisher’s Landing Express - Add one additional morning trip. #165 Parkrose Express - Increase weekday, midday frequency to service every 30 minutes. Adjust all departures times from Fisher’s Landing to facilitate better transfers between the #165 and the #30, #80 and #92.

#173 Battle Ground Limited - No proposed changes.

#177 Evergreen Express - Proposed elimination of the two afternoon trips that travel between Fisher’s Landing Transit Center and Evergreen Transit Center (currently 3:30 PM and 3:50 PM trips).

#190 Marquam Hill Express - No proposed changes.
