C-TRAN Board Approves Service Reduction Plan 46% Service Reduction to Take Effect September 25, 2005

Vancouver, WA: In a unanimous vote, the C-TRAN Board of Directors approved the Service Reduction Plan that calls for a 46 percent reduction in C-TRAN service. Rather than phasing in the reductions in four phases next year, C-TRAN will implement changes in one complete reduction that will occur on September 25, 2005. This means that C-TRAN service will continue (until September 25, 2005) at its current service levels, including single-seat commuter service to downtown Portland, local service seven days a week, the Connector Service in Camas, and fixed route and paratransit service as currently provided in areas served by C-TRAN.

In the weeks and months ahead, C-TRAN will begin to implement the following measures that are designed to maximize efficiencies and funding in order to sustain the current level of bus service until September 25, 2005:

1. Solicit public input and adopt a new fare increase in early 2005;

2. Realign the organization from its existing five departments into three;

3. Freeze all management salary increases for 2005; and

4. Develop and adopt a new service (and taxing) boundary for C-TRAN.

“The Board’s action last night clearly responds to what the voters said in November as well as what C-TRAN has heard from the hundreds of citizens, both riders and non-riders, since the rejection of Proposition 1 last month”, said Lynne Griffith, C-TRAN’s Executive Director/CEO.

In response to the significant amount of public comment received over the past month, the C-TRAN Board of Directors last night did discuss the possibility of placing a second ballot measure in front of the voters at some point in the future, however no decision on this matter was made. C-TRAN’s immediate focus will be on increasing its fares, realigning the organization and developing a new service boundary for C-TRAN.
